National association asks lawyers to properly handle mass incident cases

BEIJING, Feb. 6 (Xinhua) -- A national guild for Chinese lawyers has asked its members to properly handle cases relating to mass incidents and shoulder due responsibility to help reduce social disputes.

A statement, released Saturday by the All China Lawyers Association, a supervisory body overseen by the Ministry of Justice, said lawyers should strive to do a better work of "solving social conflicts," actively serve social management innovation and safeguard social order.

It asked lawyers to handle mass incidents in line with a guideline issued in 2006. The guideline said lawyers were not allowed to use, or ask clients to use, methods that threaten public security and disturb work order of government departments, when handling mass incidents or "sensitive cases."

Efforts should be made to improve lawyers' professional competency and promote "a clean and impartial work style," it said.

Lawyers' associations across the country should strengthen guidance on lawyers so as to "create a sound social and rule-of-law

WASHINGTON - President Barack Obama personally welcomed the Dalai Lama to the White House Thursday and lauded his goals for the Tibetan people, but he kept their get-together off-camera and low- key in an attempt to avoid inflaming tensions with China.

At the risk of angering Beijing, Obama did tell the exiled spiritual leader that he backs the preservation of Tibet's culture and supports human rights for its people. He also gave encouragement to the Dalai Lama's request for talks with China.

Flight diverts after threatening note

SALT LAKE CITY - United Airlines said a threatening note that diverted a plane mid-flight to Salt Lake City on Thursday did not contain a reference to a bomb as officials reported earlier.

United spokeswoman Robin Urbanski said she can't disclose the contents of the note. She said the threat was considered credible.

Premier visits drought-hit southwest China ahead of Spring Festival

NANNING, Feb. 13 (Xinhua) -- Chinese Premier Wen Jiabao visited drought-plagued southwest China regions ahead of the Spring Festival, comforting affected local people and directing relief work against the disaster.

During a trip to Donglan County and Bama Yao Autonomous County in Hechi City, Guangxi Zhuang Autonomous Region, on Friday and Saturday, Wen urged local authorities to beef up anti-drought efforts to ensure drinking water for people and rolex replica livestock and meet the water demand in spring farming.

Hechi, a poverty-stricken region, hasn't seen rains since last August, leaving rivers drying up and local people with severe drinking water shortages.

GUIYANG, Feb. 9 (Xinhua) -- More than 2,000 fire fighters and local villagers were still trying to contain a forest fire in the Yushe National Forest Park in southwest China's Guizhou Province Tuesday morning, almost one day after the fire broke out.

BEIJING (AP) -- A magnitude 6.7 earthquake rocked the region where China, Russia and North Korea meet Thursday, the U.S. Geological Survey said. There were no immediate reports of damage or injuries.

Publishing group to leave bankruptcy

AUGUSTA, Ga. (AP) -- A federal judge Wednesday cleared the way for newspaper owner Morris Publishing Group to emerge from bankruptcy protection less than a month after it filed under Chapter 11.

Tennis star's mother charged with neglect

FORT LAUDERDALE, Fla. (MCT) -- The Palm Beach County State Attorney's Office has charged tennis star Anna Kournikova's mother with child neglect for leaving her son, 5, alone in her Palm Beach home in January while she ran errands.

Alla Kournikova, 46, was arrested on Jan. 19. She is accused of leaving her son locked in a room for almost an hour while she went to the bank and the post office. She told police the boy did not want to accompany her and she left him with a phone.

The state attorney's office alleges that Alla Kournikova failed to make reasonable efforts to protect a child from abuse and neglect. Prosecutors also say Alla Kournikova failed to provide a child with the care, supervision and services necessary to maintain the child's physical and mental health.

She faces up to five years in prison if convicted.

Man who insisted he wasn't killer is freed

RALEIGH, N.C. (AP) -- A North Carolina man who insisted he was innocent of murder through more than 16 years in prison was declared a free man Wednesday after a groundbreaking exoneration pressed by the nation's only statewide innocence panel.

Premier visits blizzard-hit Xinjiang, promising relief measures

URUMQI, Jan. 25 (Xinhua) -- Chinese Premier Wen Jiabao has promised to take effective measures to help people through the worst snow in Xinjiang in six decades, said a statement from the State Council General Office Monday.

Wen visited Altay and Tacheng, two regions in northwest China's Xinjiang Uygur Autonomous Region, on Saturday and Sunday, the statement said.

"The Spring Festival (China's Lunar New Year holiday) is drawing near. We must implement well relief measures and make sure that people in blizzard-hit regions will have a peaceful and happy festival," said the Premier at a meeting with Xinjiang officials on Saturday evening.

"The focus of our work is to maintain people's livelihoods, agriculture and animal husbandry operations, supplies of commodities and transport services."

Visiting a family in the settlement, Wen learnt that their cattle were kept indoors and survived the cold.

Through such settlement projects, shepherds would be more capable of coping with natural disasters and have more access to education and other services. The government would continue working on these projects, he said.

Wen also visited people evacuated from the blizzard-hit regions and farmers whose farms were damaged by the storms.
